The Government of Malta announces the third call for Commonwealth and Valletta Action Plan Scholarship applications for students from Ghana and Namibia wishing to pursue postgraduate studies at the University of Malta commencing in the academic year 2019/2020.

About the Award: This call is part of the Commonwealth Scholarship and Fellowship Plan (CSFP); an international programme under which Commonwealth member governments offer scholarships and fellowships to citizens of other Commonwealth countries.
The Scholarships are designed to facilitate the formation of young professionals in their respective area of study. Malta is an ideal location for the realization of this goal, not only because of the relevant expertise it offers in sectors in which these scholarships will be provided, but also because of the robust bilateral ties it enjoys with Ghana and Nigeria.
Type: Masters by Research, Masters Taught
Eligibility:
- Candidates employed in public office in Ghana or Nigeria, or working actively with NGOs in these two countries, will be given preference.
- Preference will be given to candidates who would be unable to attend the programme without the scholarship.
- During the selection process, value will be given to the candidate’s academic merit, the quality of the study plans as well as the potential of the impact of the scholarship holder on development in Ghana or Nigeria;
Number of Awards: 2 per country
Value of Award: The two scholarships will cover:
- Payment of the University of Malta Tuition Fees.
- Health Insurance to cover a premium up to a maximum of EUR 500 per year. Students will be guided on this and other arrangements upon arrival.
- Reimbursement for the obligatory Health Test of EUR 45 to be carried out in Malta as required for the processing of the Residence Permit. (Information about the health test that will be carried out upon arrival in Malta is available at:
https://www.um.edu.mt/international/international/healthtests). This Health Test would need to be carried out once upon arrival and would not need to be repeated once the year elapses.
- One return journey to Ghana or Namibia, the cost of which is capped at EUR 1000. Any additional trips or travel costs higher than this amount will have to be covered by the student.
- Costs for full board accommodation for the duration of the course.
- An additional stipend will be provided. Students will be entitled to receive a stipend amounting to €200 per month, for a period of up to 16 months which would allow applicants to cover other expenses, including transport, academic material and books, food and leisure. Kindly refer to the Annex for an indication of Malta’s Cost of Living.
- The National D-Visa fee of EUR 66 will be reimbursed upon the presentation of a receipt. The student is legally required to apply for a residence permit within the validity period of their visa. The residence permit application fee of EUR 27.50 shall also be covered by the

- Applicants from Ghana and Namibia should apply for their visa well ahead of time at the High Commission of Malta in Accra, Ghana as soon as award of scholarship is confirmed. If this is not possible, applicants will be instructed to apply at another nearby Maltese Embassy, in accordance with guidance provided by the Central Visa Unit / Ministry of Foreign Affairs and Trade Promotion (Malta) on a case-by-case basis.
- An additional one-off allowance will be provided for applicants from Namibia who need to travel to Ghana or another country as indicated by the Ministry of Foreign Affairs and Trade Promotion (Malta), to apply for an entry visa to Malta, at a Maltese Embassy, the cost of which is capped at EUR 1,673. Costs exceeding the EUR 1,673, will need to be borne by the selected candidate
