- Hold Syrian, Jordanian, Lebanese, or Palestinian nationality.
- Permanently reside in one of these countries (or Syrians residing elsewhere due to current circumstances).
- Have an undergraduate degree equivalent to a UK 2:1 or higher, or be in the final year of their undergraduate degree.
- Have relevant work or voluntary experience and a clear career path on return to their home country.
