1. How the Pilot Works:

The Economic Mobility Pathways Pilot (EMPP) helps skilled refugees and displaced persons immigrate to Canada. There are two ways to apply:

  • Regional EMPP: Apply through one of three economic immigration programs (Atlantic Immigration Program, Provincial Nominee Program). You must be eligible for and apply first to a province, territory, or community, depending on the program.
  • Federal EMPP: Apply directly through the EMPP, with either a Job Offer or No Job Offer stream. You need to meet specific work experience, education, and language requirements.

EMPP waives application and biometric fees, processes applications within six months in most cases, covers medical exam costs, provides access to the Immigration Loans Program, and offers settlement support programs.

2. Who Can Apply for the Economic Mobility Pathways Pilot (EMPP):

  • Must be a refugee or displaced person, evidenced by:
    • Positive Refugee Status Determination (RSD) from the UN Refugee Agency or a refugee-hosting state.
    • Proof of registration as a person of concern by the UN Refugee Agency or United Nations Relief and Works Agency (UNRWA).
    • Proof of temporary protected status and a completed durable solution information form (IMM 0195).
    • A “trusted partner referral letter” if the above documents are not available.
  • Must be living outside Canada when applying.
  • Must meet specific criteria based on the type of EMPP application.

3. How to Apply for the Economic Mobility Pathways Pilot (EMPP):

  • Federal EMPP: Complete one application based on work experience, education, and language skills, regardless of having a job offer.
  • Regional EMPP: Complete two applications—one for the economic immigration program and one for the EMPP. Apply online using the Permanent Residence Portal or by email if unable to use the portal.

4. After You Apply:

  • Your application is reviewed in two stages:
    • Stage 1: Check for completeness of required forms.
    • Stage 2: Review eligibility and admissibility to Canada. Additional information may be requested, including an interview or biometrics.

If eligible, you may need to complete a medical exam and pass security and criminality checks.

5. Prepare to Arrive in Canada:

  • If approved, you will receive a visa or travel document and a Confirmation of Permanent Residence (COPR).
  • You will have access to pre-arrival services, such as the Canadian Orientation Abroad program, and settlement services upon arrival.
  • You will need to confirm your permanent resident status online and apply for your PR card using the e-COPR.
