The China-Africa Research Initiative (CARI) at the Johns Hopkins University School of Advanced International Studies (SAIS) is pleased to announce a Call for Papers for its sixth annual conference: “Strategic Interests, Security Implications: China, Africa, and the Rest.”

About the Award The conference will be held at Johns Hopkins SAIS in Washington, DC from Monday, April 20 to Tuesday, April 21, 2020. Proposals are due by December 23, 2019.

For this conference we are looking for proposals that focus on China’s strategic interests and their security implications for Africa, Africa’s traditional Western partners, and other key actors on the continent. We are particularly interested in research that examines: (1) the development-security nexus, including the impact of the Belt and Road Initiative, (2) China’s military and maritime engagement in Africa, and (3) the impact of China’s rise on efforts to combat piracy and terrorism; debt distress, and economic and political instability; and humanitarian crises.

Eligibility: We welcome papers on the following China-Africa topics:

  • China’s private security companies in Africa
  • Chinese arms sales and military exports to Africa
  • Growth of China’s maritime activities
  • China’s military engagements with African states
  • Chinese peacekeeping activities in Africa
  • Impacts of African political instability
  • Chinese engagement in humanitarian crises in Africa
  • Combating piracy and terrorism
  • Africa’s uptake of Chinese satellite, facial recognition, 4G, and other technologies
  • Foreign ports and military bases in Africa

These are suggestions only; other related topics are also welcome.

We particularly encourage papers based on fieldwork, those that compare the Chinese approach/impact with other actors, and those that focus on specific case studies.

Value of Award: Limited travel support will be available for selected researchers to attend the conference. Applicants should indicate whether they need travel support in order to participate.

How to Apply: To apply, prospective authors should submit a three-page proposal by email to [email protected] by 11:59 pm EST on Monday, December 23, 2019. Late applications will not be considered. Proposals should include a brief description of the research project (including research methods and bibliography), and a short biography of the author, clearly stating full name, affiliation, and contact details.
